MAIDIR LE LOCAL LINK NA GAILLIMHE Tá seirbhísí uile Local Link na Gaillimhe Solúbtha/Sobheartach maidir leis an Éileamh mura luaitear a mhalairt. Mar gheall ar nádúr ó dhoras go doras mhórchuid na seirbhísí, agus athruithe beaga dá réir ar na tráthchláir, moltar go láidir suíochán a chur in áirithe sula ndéantar taisteal. Tugtar chun aire gur meastachán gach am a luaitear agus go bhféadfadh athrú a theacht air. BACKGROUND OF LOCAL LINK Eascraíonn Local Link ón gClár Iompair Tuaithe (RTP) a seoladh sa bhliain 2007 chun cur leis an rath a bhí roimhe sin ar an Tionscnamh Iompair Tuaithe (RTI). Cuireadh an RTI ar bun ar bhonn píolótach sa bhliain 2002 d'fhonn freastal ar riachtanas iompair, ó thaobh ilchuimsiú sóisialta agus cúrsaí pobail, nach raibh á sásamh. Féachadh le RTI agus RTP le díriú go háirithe ar imeallú faoin tuath agus le feabhas ó thaobh cumas gluaisteachta, deis cuairte agus rannpháirtíocht pobail a thabhairt i gcrích do mhuintir na háite, go háirithe iad siúd is mó baol maidir le heisiamh sóisialta. I rith na bliana 2013, cuireadh 224,158 turas feithicle ar fáil faoin gclár agus rinneadh 1.74 milliún turas paisinéara. Go dtí Aibreán 2013 nuair a haistríodh an fhreagracht astu go dtí an tÚdarás Náisiúnta Iompair (NTA), bhí RTI agus RTP faoin bhainistíocht ag Pobal. Tá de fhreagracht faoin reachtaíocht ar an Údarás Náisiúnta Iompair, a cuireadh ar bun sa bhliain 2009, seirbhísí iompair poiblí do phaisinéirí a sholáthar. Tá de thoradh ar an bhfreagracht as córas iompair slánchóirithe áitiúil faoin tuath a leagan ar an NTA, an bhainistíocht ar an RTP san áireamh, go ndearnadh an mhaoirseacht ar na seirbhísí iompair áitiúla agus tuaithe ar fad a thabhairt faoi choimirce aon eagraíocht amháin. Fágann sin gur féidir ceangal níos fearr a chruthú idir seirbhísí iompair áitiúla faoin tuath agus seirbhísí bus agus iarnróid sceidealaithe. Fágtar freisin gur féidir leis an NTA bearnaí maidir leis an soláthar seirbhíse a thabhairt chun suntais agus, de réir mar a bhíonn cistí ar fáil chuige sin, na bearnaí a líonadh ar an mbealach is éifeachtúla is féidir. Roghnaíodh an RTP maidir lena chur faoi athbhreithniú Luach an Airgid faoi mar a gealladh a dhéanamh an tráth ar seoladh an Clár sa bhliain 2007. An Roinn Iompair a rinne an t-athbhreithniú i gcomhthéacs athbhreithniú de chuid an Rialtais ar chláir caiteachais phoiblí faoin Tionscnamh maidir le hAthbhreithniú ar Luach an Airgid agus ar Pholasaithe. Foilsíodh an Tuarascáil i dtús na bliana 2012 tar éis a cur faoi bhráid an Rialtais. Tá leagtha de chúram ar an Údarás Náisiúnta Iompair maoirseacht a dhéanamh maidir le moltaí na Tuarascála a chur i bhfeidhm agus, go háirithe, plean mionsonraithe a leagan amach maidir le hatheagar ar an RTP i ndáil lenar tugadh chun suntais mar gheall ar an Athbhreithniú Luach an Airgid. Tá an plean sin dírithe ar 15 ceantar feidhme Local Link a chur ar bun ina mbeidh an dlús cinniúnach daonra agus na tréithe cuí a ghabhann le costas oibriúcháin inseasta i ndáil le gach Aonad.
